To help assess proposals for further changes in federal truck weight limits, Congress requested this study through Section 158 of the Surface Transportation and Uniform Relocation Assistance Act of 1987. To conduct the study, the National Research Council convened a special Transportation Research Board committee with experts in pavements, bridges, highway safety, freight transportation economics, motor vehicle design, highway administration, motor carrier operations, and enforcement of motor vehicle regulations. The study focused on four issues identified in the study request that involve potential changes to federal weight limits for Interstate highways: (1) Elimination of existing grandfather provisions; (2) Alternative methods for determining gross vehicle weight and axle loadings; (3) Adequacy of the current federal bridge formula; and (4) Treatment of specialized hauling vehicles--garbage trucks, dump trucks, and other trucks with short wheel bases that have difficulty complying with the current federal bridge formula. For each of these issues, the study committee estimated the nationwide effects of changes in federal limits proposed by the trucking industry, highway agencies, and other groups. Projections of heavy-truck miles by type of truck, region of the country, highway functional class, and operating weight were developed for a base case and alternative truck weight regulatory scenarios. These projections were then used to estimate impacts on truck costs, pavements, bridges, and safety.

Pada tanggal 10 Agustus 1948 Moeso kembali ke Indonesia. Sejak tahun 1926, setelah pemberontakan komunis, ia menghilang ke Moskow dan mengabdikan dirinya pada Komintern - Komunis Internasional. Pada tahun 1936 sebagai agen rahasia ia tinggal selama enam bulan di Surabaya untuk membangun kembali Partai Komunis Indonesia (PKI). Kemudian ia bermukim di Uni Soviet dengan aktivitas utamanya sebagai penasihat untuk urusan Indonesia. Sesudah kemenangan Sekutu dalam Perang Dunia II dan Proklamasi Kemerdekaan Indonesia, PKI memperoleh posisi yang kuat di dalam Republik, tapi tetap mempertahankan eksistensinya yang setengah ilegal. Anggota-anggotanya menyebar masuk ke dalam berbagai macam partai. Amir Sjarifoeddin - anggota rahasia PKI - pernah menjadi perdana menteri, tapi pada Januari 1948 ia mengundurkan diri. Kabinet di bawah pimpinan Wakil Presiden Hatta tampil tanpa mengikutsertakan komunis. Sementara itu, Soviet mengubah haluan politiknya menjadi beroposisi keras terhadap Barat. Moeso mendapat restu dari Moskow untuk melakukan reorganisasi terhadap PKI. Maka segera setelah sesudah kedatangannya di Indonesia ia memaparkan sebuah haluan baru yang disebut 'Djalan Baru'. Ini merupakan perubahan radikal dari sikap PKI, yaitu konfrontasi terhadap pemerintah borjuis Soekarno-Hatta. Bahasa Moeso yang menghasut mendapat dukungan dari semua anggota PKI dan mengakibatkan ketegangan semakin memuncak, serta memecah-belah pendapat politik di kalangan tentara. Di Solo terjadi bentrokan sengit antara golongan militer dan politik. Kekalahan kaum kiri di sana menimbulkan reaksi di Madiun, sehingga terjadi perebutan kekuasaan oleh kaum komunis pada tanggal 18 September. Soekarno dan Hatta tampil menghadapi Moeso dan Madiun direbut kembali sepuluh hari kemudian. Dibutuhkan waktu beberapa minggu untuk mematahkan seluruh perlawanan PKI. Bagi pemerintah peristiwa ini merupakan suatu 'narrow escape' - bagaikan lolos dari lubang jarum. Berdasarkan pada banyak bahan yang tidak dikenal. Harry Poeze dengan amat teliti menyusun kembali segala apa yang telah terjadi di seputar 'Madiun'. Ia telah berhasil mengurai banyak teka-teki yang melatarbelakangi kejadian tersebut. Ia juga memberi jawaban, apakah persoalan 'Madiun' harus disebut sebagai peristiwa lokal saja, ataukah suatu perebutan kekuasaan oleh kaum komunis. Sampai sekarang masalah ini masih merupakan tema perdebatan seru, sebagaimana juga tampak dalam tinjauan historiografis yang tercantum dalam buku ini. Menurut hemat pengarang, sekarang debat itu bisa mendapatkan jalan keluarnya.
